Press Release

A delegation of Goa Bachao Abhiyan called on the Chief Minister on Saturday, 2nd April,and handed over a memorandum demanding that the facilitation centres to correct mistakes in the Regional Plan 2021 be done prior to the notification of the Final Regional Plan.

The government had announced that the Taluka plans of Sattari and Ponda were finalized and would be notified. GBA reiterated its demand to keep these plans open for 30 days prior to notification for corrections as per the guidelines. The facilitation centre should address all taluka plans including Pernem and Canacona prior to notification of the entire Regional Plan 2021

Goa Bachao Abhiyan met in the city to deliberate on the progress and process of the Regional Plan 2021 and the present RP debate in the Assembly.

GBA noted that the government has time and again, failed to keep its promises and assurances made in the Legislative Assembly to complete the Regional plan 2021. Despite procedure laid down in the government order of 28th October 2008, requiring that a 30 day period of inspection and correction be allowed prior to notification, this step has been repeatedly skipped.

MEMORANDUM

Due to the opposition of the people of Goa led by the GBA, the Government of Goa, then headed by Mr. Pratapsing Rane as CM, revoked the notified Regional Plan for Goa 2011 in February, 2007. The current Government of Goa set up a Task Force on RP 2021 first in October, 2007 and changed its terms of reference in February, 2008. A draft RP2021 was notified in October, 2008 and then State Level Committee was set up to finalize RP 2021 with inputs from village level committees. All the committees for RP 2021 have been headed ex-officio by the Chief Minister since October, 2007.

Replace outdated Goa TCP Act, 1974

Goa Bachao Abhiyan (GBA) has been holding a series of agitations over
the outdated Goa TCP Act, 1974 act and drafting of the Regional Plan 2021. They had demanded that the act should be in consonance with Article 243 ZD as amended by the 73rd and 74th amendments to devolve powers to municipal bodies and panchayats and district planning committees for the purpose of participatory planning.

Meeting on World Environment Day, 05 June, 2010

Members representing Village Groups, NGOs, Civil Society Organizations including Goa Bachao Abhiyan led by Dr. Sabina Martins, Convener of GBA, attended a structured meeting with the Goa Administration chaired by Mr. Rajeev Yaduvanshi, IAS, Secretary to the CM and Secretary [TCP, Forests, WRD, Mines and Public Grievances], at the Conference Hall, second floor, new Secretariat Complex, Penha de France, Bardez-Goa.

The structured meeting was agreed to by the Chief Minister of Goa when a delegation of GBA and other held discussions with him, the Secretary to CM and Chief Town Planner on 15 April, 2010 at the official residence of the CM. The structure and modalities of the meeting were agreed by mutual consent at a meeting of the Secretary to CM with a delegation of the GBA at the Secretariat on 19 April, 2010. The meeting began as scheduled at 3.00 P.M. and continued till 7.40 P.M.

Minutes of the meeting of People's Representatives with the Chief Minister

A ten member delegation of people’s representatives [number limited by the CM’s staff and security personnel, headed by Superintendent of Police-North, Mr. Bosco George, Dy. S.P. Deu Banaulikar and Inspector Tushar Narvekar] called on the Chief Minister of Goa at his official residence to discuss with him..

1. the early finalization of the Regional Plan for Goa 2021,
2. stoppage of all NOC's and permissions for “development” in ‘No Development Zones’, hill slopes, paddy fields, water bodies, fruit orchards and plantations pending the finalization of RP 2021, except for single dwelling units for the current residents of Goa and
3.stoppage of all hill cutting and land filling activities, wherever they may occur in the state of Goa.

Interim Report & TCP Act amendment

GBA Press Release:
3 June, 2008: The GBA reiterated its objections to the Interim Report in its meeting held on 2nd June. The GBA has consistently expressed its stand on the 73rd and 74th Amendment of Constitution which calls for people’s participation in the planning process. The GBA stands by the demand that the Amendment to section 16 and 16A of the Town and Country Planning Act, 1974 be repealed because it undermines the very spirit of planning which is unacceptable. The GBA states that the timeline is totally unrealistic as the processes like collection of baseline data, pilot studies, inputs from socio economic experts have not yet come on board.
The approach of Task force to the above mentioned points expressed in the Interim Report are viewed by GBA as serious reservations and hopes that suitable remedial measures will be taken. This has been conveyed in the letter sent to the Task Force by the Co Convenor and taken up by the Convenor with the Task Force. It has also decided to meet the Chief Minister on the issue of repealing the Amendment to the TCP Act.
The GBA views with considerable consternation media reports that there is a rift in the organization.The GBA is solidly united and will continue to do so. GBA members come in all shades of the rainbow that comprises Goa. It follows a democratic process where all issues are debated and consensus arrived at. Like all red blooded goenkars, we have our vitriolic and even heated arguments but nothing can take away the fact that every single GBA member loves Goa as passionately, as commitedly and as undyingly as ever. Much to the chagrin of our detractors, the GBA marches ahead emboldened, focused and ready for battle TOGETHER.

Government Ammendment of Section 16 of the TCP Act, 1974

GBA PRESS RELEASE April 2, 2008: The Goa Bachao Abhiyan expresses its serious concern about the recent Bill that has been passed by the Assembly amending Section 16 of the Town and Country Planning Act, 1974, which seeks to give powers to the State and Central Government to undertake any public projects/schemes/development works which need not conform to the provisions of the Regional Plan.

The GBA feels that this action of the Government to amend the said Act while the Task Force is going through the process of preparation of the Regional Plan 2021 is tantamount to the Government initiating a parallel process to bring in Projects through the "back door" thus nullifying the very purpose of setting up a Task Force for preparation of a Regional Plan for Goa.

A team of Goa Bachao Abhiyan visited Colamb village in Sanguem taluka on 26 March (Wednesday) to express solidarity with the people's peaceful struggle. The villagers are agitating to uphold the law, the order of the High Court, the resolution of the Gram Sabha of their village and the wishes of its people, all four of which converged to say that mining operations, obviously including transport of ore, should not be carried out at Colomb.

Aldeia de Goa Case

Panaji, Jan, 24, 2008: The Goa Bachao Abhiyan is shocked and outraged by the submission made in the High Court on behalf of the Government of Goa by the learned Advocate General "on instructions" in the Writ Petition No.11/08 filed by the Goa Real Estate Company in the Aldeia de Goa case. The learned AG has stated that the Respondent No.2 "R-2 shall withdraw the order dated 15/1/2007 on or before Friday, i.e. 25/1/2008. The Collector shall issue fresh orders after giving hearing to the petitioners." This has been done despite clear knowledge that the hill has been cut in violation of the PDA regulations governing construction on hill slopes and falsification of documents used in support by the builders and despite the assurance given to GBA by the CM and the Chief Secretary of Goa that the "Stop Work" order of the Collector would not be withdrawn till the enquiry in the issue was completed. The decks are now cleared for the builders to re-start construction at the Bambolim "hill station by the sea" that was interrupted by the GBA-led agitation by the people of Goa.

New Regional Plan and TCP Amendment

GBA PRESS RELEASE July 20, 2007: The Goa Bachao Abhiyan welcomes the decision taken by the Government on the floor of the house that it intends to initiate the process of formulating a new Regional Plan for Goa soon, while simultaneously working towards amending the Goa Town and Country Planning Act, l974.

The GBA is however of the view that the proposed basis for a new Regional Plan, i.e. the Draft Regional Plan Report of 2003, is altogether inadequate to direct the state's human and economic development. The document has outlined the current status of Goa without providing an adequate vision for the State. The GBA holds that planning for the people, by the people is vital for a sustainable Goa. Whether draft or final, the Regional Plan process, as it is now, does not place human development as central to a vision for Goa. The GBA therefore urges the Government of Goa to reorient its planning paradigm to flow from human development and local needs – the fundamentals of planning itself needs to be redefined for a resource-stressed state like ours.

Dear Sir,

We have welcomed the decision of the Government to withdraw the Regional Plan 2011 with retrospective effect. The Goa Bachao Abhiyan (GBA) would like to place before you our immediate 6 Point Charter of Demands in view of the withdrawal of the RP 2011 in Annexure I ( enclosed).

Our enquiries have shockingly revealed that the PDAs/Town Planning Department have subverted the provisions of the Law in preparation of the Outline Development Plans of of the five planning areas of Panjim, Mapusa, Margao, Vasco-da-Gama (including Chicalim village), Ponda as well as the villages of Taleigao/Durgawadi, which is illegal. We were also shocked to learn that despite certain planning areas having been withdrawn from the operation of the TCP Act, the erstwhile ODP of Panjim dated 11.1.90 continues to be in operation in respect of such areas. We are therefore placing before you our 4 Point Charter of Demands in respect of the ODPs of these areas in Annexure II (enclosed).
