CLP proposes public scrutiny of Regional Plan

– Relenting to public pressure, Congress Legislature Party (CLP) today recommended to the State government to keep the controversial Regional Plan 2011 for public scrutiny for 60 days. This was decided at a special meeting of CLP comprising Congress MLAs, held at the chief minister’s official residence, Altinho here, to discuss the controversial Regional Plan.

Deliberating on people’s opposition to the Plan, the members unanimously decided to sent back Regional Plan 2011 to the Town & Country Planning Board for its review in entirety while the State will continue to follow the old Regional Plan 2001, CLP spokesman Jitendra Deshprabhu told a press conference here today.

The Plan will be kept open for public scrutiny who are aggrieved by the sweeping changes reflected therein, for 60 days as per the provisions of the law, Deshprabhu said briefing the media on the CLP meeting.

The government accordingly will decide, based on the public representations, whether such changes are to be confirmed or rolled-back, he added. Incidentally, CLP decision comes a day before a massive meeting is planned at Lohia Maidan Margao.

Two days ago, Chief Minister Pratapsing Rane had said in Margao that the Plan would be referred to the TCP Board for a review. As per law, Regional Plan is to be decided upon by the TCP Board before the government takes the final decision. The controversial Plan was approved by the TCP Board in May 2006 and notified in August 2006 after government’s nod.

NO PRESSURE: Deshprabhu, putting up a brave front, said the government was not under pressure from anyone to keep the Plan for public scrutiny.
“State’s welfare is paramount in the mind of the government,” Deshprabhu. The government being aware of the needs of the people has come forward to fulfill their aspirations with regard to changes in the Plan and to satisfy the sections which have opposed the Plan,” he said replying to a query.

NO SCRAPPING: There is no such thing as scrapping of the Plan, Deshprabhu said adding that it is a continuous process. Only the anomalies or the provisions which are construed as bad, will be reviewed, he clarified.
