Denotification of Regional Plan expected to come out by Monday

Panaji, Feb 3 The denotification of the controversial Regional Plan 2011 is expected to come out by Monday evening, February 5, 2007, when the necessary amendments will be circulated before the cabinet and an ordinance will be issued.


Speaking informally to the media in his cabin today, the Chief Secretary Mr J P Singh informed that the de-notification will be with retrospective effect. He said the process is in motion and that the de-notification should be out by Monday evening. The process was slightly delayed, as both, he and the Chief Minister, Mr Pratapsing Rane, were out of station during the last few days, Mr Singh said.

He also informed that the government has decided to allow the construction of the controversial jogger’s park at Caranzalem with a slight modification. The park as a whole will be allowed but a part of the amphitheatre, which encroaches into the no-development zone, will be demolished and extended on the other side. Mr Singh said he is immediately issuing an order to the collector (North Goa) to demarcate the area properly so that work can go ahead.

This follows a meeting yesterday of the Coastal Regulations Zone Management Authority, of which the Chief Secretary is the Chairman. Mr Singh said that the park area falls within the CRZIII zone. Since it is facing the estuary, the guidelines prohibit development within 100 metres of the high tide line except for the use of agriculture, garden, park, playfield, forestry and salt manufacture from seawater. Since parks and even playfields are allowed, there is no question of stopping the construction of the jogger’s park since the offending part of the amphitheatre will be demolished, Mr Singh said.
