Meditab approches HC against stopping of work at Keri SEZ

Panaji, Dec 11 Petition has been filed by Meditab Specialties Pvt Ltd (MSPL) in the High Court of Bombay at Goa allegedly on the ground that they have been threatened by the Chief Secretary.

MSPL had been allotted land at Keri, Ponda for setting up Pharma Park (SEZ) and have invested huge sums of money as a result of which they are constrained to approach the court.

The state of Goa through the Chief Secretary, Mr J P Singh, Secretary Home, GSPCB, GIDC, Deputy Collector of Ponda and Ponda PI have been made respondents in the petition.

According to the petitioner they had not voluntarily stopped the work but they were forced to stop by the Deputy Collector, Ponda and police inspector of Ponda even when they want to continue the work as they have all the permissions for the same.


It is has been alleged that on December 8, the Chief Secretary, Mr J P Singh orally instructed them to stop the work voluntarily and threatened that the police would not protect the workers and their machinery if they refused to stop the work.

According to the petitioner the threats were given when they went to inform him when a mob of people had entered to their property and tried to vandalize it on December7, 2007. The petitioner sought to know, whether the state government is entitled to stop their work and whether the state government can refuse police protection for conducting their activities even after they have got all necessary permissions.

The entire controversy started when a mob of about 25 people came to MSPL, and threatened the security men in order to check whether there were any bore wells/ tube wells constructed in the property.

Earlier, the Development Commissioner, Ministry of Commerce and Industry, Union Government had notified the area as SEZ for pharmaceutical industries.

Subsequently MSPL allotted two plots of land to M/s Cipla Ltd for manufacturing aerosol. The said units had permission from Pollution Control Board for establishing them.
