RP could have been discussed under Rule 11: Parrikar

– Ministers in the Congress-led government may wash off their hands over the approval granted to the controversial Regional Plan 2011 by claiming that plan was approved through circulation of a note which left them no scope to register their protests, the Leader of Opposition Manohar Parrikar however stated that under Rule 11 of the Business Rules of the House, ministers could have demanded discussion in the cabinet on the RP.

The Deputy Chief Minister Dr Wilfred de Souza and PWD Minister Sudin Dhawlikar have been now claiming (only after people revolted very strongly against the RP 2011), the controversial plan was never placed before the cabinet.

Rule 11 says, “the Chief minister may direct that any case submitted to him under Rule 10 may, instead of being brought for discussion at the meeting of the council, be circulated to the ministers for opinion and if all the ministers are unanimous and the chief minister thinks that a discussion at the meeting of councils is unnecessary the case shall be decided by without such discussion. If the ministers are not unanimous or if the chief minister thinks that discussion is necessary, the case shall be decided in the meeting of the council.”
